MEETING MINUTES OF CILHA FALL MEETING ON 11-07-07
The meeting was called to order at 7:15 pm by President Jim Eide. Board members present were; Jim Eide, Jeff McFarlane, Dave Kaldor, Pat Olek, Colleen Nelson and Steve Lane. There were 41 homeowners present at the meeting.

Treasurer’s Report
Dave Kaldor gave the Treasurer’s Report – There is $19,746.36 in savings and $5,635.74 in checking for a total of $26,382.10. It was reported that 86% of homeowners paid their annual weed control dues. CILHA has the highest percentage of paid dues compared to other lakes in the Maple Grove area. There are 11 homeowners yet to pay. Dave indicated that he is expecting a few more to pay in the near future.


Lake Quality
Steve Lane reported on Lake Quality – The City of Maple Grove will no longer reimburse CILHA for weed control treatment. It was recommended that a “Lake Fish Survey” be conducted. It is believed that we have an overpopulation of bull heads, which stir up the bottom muck, which turns into phosphorus. The “Lake Fish Survey” is a four day process. There is one day to set up and then 3 days of netting and removing fish. There will be 8 nets used. Cost is $4,500 and we may possibly be reimbursed for this cost, but this is uncertain at this time. This is a process that should be done for a 3 year period. We will see what the initial lake fish survey reveals.


Fish Lake Study
Pat Olek reported that Eagle Lake, Pike Lake and Cedar Island are on the “Impaired Lake List”. A study is currently being done which will go to the MPCA and we will then have 18 months to clean up the lake. The Shingle Creek Watershed District thinks we should move ahead with the “Fish Lake Study” as it will be needed in the near term anyway. Fish Lake is on the bubble for being on the impaired lake list and they have a problem with carp and milfoil. There was a motion made to do the Lake Fish Survey. A vote was taken and the motion passed.


Weed Control/Lily Pad Removal
Pat Olek reported that we will once again apply for the Lilly Pad removal permit and spray in late September or early October. The chemical is applied on top and goes to the root to kill the lily pads. CILHA will be doing the curly leaf weed control with the help of volunteers. The cost is approximately $14,000 and we save about $6,000 by doing it ourselves. There was one algae treatment done at a cost of $1,500. No further treatment will be done at this time.


Predator Fish
Pat Olek reported that after the fish lake survey is done, we would be looking at adding predator fish for approximately $1,000. The predator fish, Bass or Blue Gills, would kill the bull heads and help keep control of the bull head population. We will not be doing Rotenal at this time, even though Jeff McFarlane’s research indicated that there is no known danger to the Egrets. It was commented on by many that the Egrets have taken off as the Cormorants have taken over. There was a motion made to add predator fish. A vote was taken and the motion was passed.




Goose Removal Program
Pat Olek reported that Dr. Cooper at the U of M has a goose removal program. Lake Johanna has been doing this for about 8 years. Approximately 200 geese were captured and removed, and about 20 remain. Half of the captured geese go to a food shelf and the other half goes some where else. Jeff McFarlane commented that if we have too many waterfowl there is a potential for botulism. The cost of this program is approximately $1,100 for removal of 200 geese. This is done the first week in June as that is when the geese are less likely to be able to fly. The goose droppings add to the phosphorous levels of the lake. The phosphorous level of Eagle Lake, Pike Lake and Cedar Island Lake are extremely high! There is a waiting list for the goose removal program. A motion was made to add CILHA’s name to the waiting list. A vote was taken and the motion was passed.


Lake Pump
Jim Eide indicated that the City of Maple Grove will be adding an additional 20’ of pipe on a pad of gravel to allow for more water flow. The next step is to put an early warning electronic device by the Kaldor’s since that area is the lowest level to the lake. If the lake gets too high in this area it is to trigger the pumps to turn on. There is no cost to us for this and the city is going to begin the work in the winter/spring time.


Winter Party
Jon Schroeder has volunteered to host the 2008 Winter Party.

Jim Eide’s term as president is up and we are looking for a volunteer to serve as his replacement. Jeff McFarlane is a candidate. Anyone interested should please contact one of the CILHA Board members.

Bell Tower South update - Jim Reynolds and Bob Fields.
Brief presentation. Adding additional landscaping. Underground parking, MG has agreed to look at signal light at 73rd, County has been asked to put in a left turn lane off 73rd, new bldg will go up in 5 – 7 weeks, lease space is available, Dave Kaldor asked Jim and Landcor, Inc to consider association meeting use of new facility at no charge – twice a year for spring and fall meetings. Landcor, Inc picked up $300 charge for tonight’s meeting.

Garage Sale was very successful. Thank you to Jean Campbell (contacting participants, advertising, signs), Shawnee Brown (signs), and Linda Lucas (fliers, signs) who planned it. We are considering doing it in Spring 2006 and will be looking for someone to take it on.

Long Range Planning -Pat Olek
Weed Control: New product this year. Pat and other volunteers applied product which saves the association several thousand dollars. Only a couple of complaints.

Lily Pad spraying. DNR watching us. Homeowners, themselves, can clear a 15 ft wide area out to open water.

Trail Path update: Funding approved. Should be completed 2006. No lights, park bench. Trail / bike path from Teakwood to Fish Lake Rd. Trail will be a nice added feature to area.

Lake cleanup: Pat is hoping to locate owner of white boat through license stickers once he can get it out of the water. Has partially beached it at ramp. Plans to have it removed
soon.

Lake Quality Update - Steve Lane
MG is doing some education on “Aquascaping” – lakeshore restoration. Got the City of MG website for information.

Irvin Production – was outstanding. They received publicity from WCCO-TV, and Mpls Star. Jim Eide reported The Lion King might be Nate’s next years production.

New Business

Weed Treatment With several lakeside homeowners not contributing towards the weed control, the idea was suggested to research having the weed control allocated to lakeside homeowners with property taxes. Pat will follow up on request.

Weed Control Tax Assessment Several homeowners do not pay their fair share of the weed control fee. Discussion of a tax - Lake Management District, Henn County tax return. 2005 set budget as a group for 2006. Need to do more research as to the administrative costs, dollars returned to association for weed control.

Boat Launch Idea introduced for consideration of association purchasing the boat launch area. Pat will follow up with available options if it could be possible.

Dredging Lake Long Term Planning Committee will look into feasibility and costing.

New Pump on Lake Current one is 20 years old. City has been approached to replace it.

Freeway Road Noise If enough people complain DOT may cut down road to lower decibel level. DOT may extend barrier.




Miscellaneous Updates/discussion

Group Buying: Jim Eide talked about group purchasing power. Four companies have been contacted. Once company (BFI) has responded with a 15% - 20% reduction, $10 charge for spring and fall pickup with unlimited bags, and 3 year guarantee. Goal is to have 60 – 70 homeowners participate. New clothing line for CIHLA: Judy Larson had samples of new fall and winter Sweatshirt, shirts, hat. Spring line would have different colored embroidery. Current CIHLA T-shirts on sale.

BOARD MEMBER ELECTIONS

Three positions were up to be filled. Both President and Treasurer have served two consecutive terms (4 years) and according to association by-laws, cannot run for their position this term.

Long Range Planning – Pat Olek will continue in this position. Pat has done an outstanding job and wants to bring some of the projects he’s involved with to completion.

Neighborhood Crime Update
Ann Marie Buck, Crime Prevention Office, presented an update of crime in our 70eighborhood and surrounding area. Spoke about the virtual block watch with an
e-mail to CILHA from MGPD and a map on the Maple Grove website of our neighborhood and crime reports. Also clarified: notification to residents of predatory offenders Level 1 – 3 in community (none), and solicitation laws for City of Maple Grove. Ann has been with MGPD for eight years. Long Range Planning
Pat Olek reported on:
Lily Pad spraying. Approx 20 homes are eligible but DNR has final decision and we do not know how many they will allow to be sprayed. Estimate from 2 – 4 homes may be selected.
Trail Path update: passed a new petition to sign. CILHA needs to be proactive and keep it active for Council to approve our request over others.

Curlyleaf: Fee is up $750 this year over last year. Discount if we sign contract before January 1, 2005. Discussion re: alternative methods and to check out short and long term effects. Suggestion made and voted upon to authorize CILHA Board to use judgment because of discount available.

5th Annual Winter Party – tentatively scheduled for Feb 6th (unless it’s Super Bowl Sunday). Need volunteers to host this winter event.

Westbound 694 due to open in next couple of weeks.

Traffic Control System – Jim Reynolds drew the attention of all those present to the exit ramp from 494 eastbound to Hemlock Lane. At present, only the far left lane of this ramp permits a turn to the south, toward our neighborhood. Jim would like to see it changed so the middle lane would also permit a left hand turn, in addition to the current right turn. Call Mark Culver at the City of Maple Grove (494-6000) to register your opinion about this matter.

Update Phone Directory – over the winter we will be updating the CILHA directory.

Treasurer’s Report
Dave Prokop reported on the status of our accounts (get numbers from Dave P.). Seventy-four homeowners paid dues last year, which is the highest participation on record.

Secretary’s Report
Lynette Aanerud is resigning for personal reasons. Linda Lucas has volunteered to serve in this capacity.

Long-range Planning Report
Pat Olek said the weed control will occur sometime between May 9-20. We are switching applicators this year, to Lake Restoration Inc. Lake Restoration will do a survey of the aquatic weeds in the lake this summer, and may change the chemicals applied depending on what weeds are found. If the lake has only curlyleaf pondweed, a change would be made from Reward to Aquatrol. The application price will remain the same at $10,750, but the permit from the DNR will cost $750 rather than $200 this year. Algae control has not been done for two years, but will be done this year if necessary. This treatment also controls swimmers itch and leeches to some extent.

Winter Party Review
Thanks go to the Dechmanns, Browns, Oleks, Haynes and Kaldors for their work on the winter party. Over 65 people turned out in unseasonably warm weather to enjoy an afternoon on the ice of Bullhead Bay.

Pig Roast Preview
The 2004 Pig Roast will be hosted by the Theisens. Tim is actively recruiting committee members at this time!

July 24th Golf Outing and Boat Parade
The plan for this event will depend on the number participating. Golf will occur in the morning, followed by an afternoon parade of decorated boats, followed by social hour and barbecue.

Open House for Kerry Pino’s Daughter Brittany Bauer
Brittany, who recently returned from service in Iraq, will be honored at an open house at Pinos May 22nd at 5 p.m.

Cedar Island Trail
The City wants to know what we, the residents, want regarding a trail connecting Teakwood Ln and East Fish Lake Road. An interest sheet was passed around for signatures.

73rd Ave. Powerline Upgrade
Great River Energy wants to proceed with a powerline upgrade thorugh this corridor. The city has supported a re-route or placing the line underground.

Miscellaneous Old and New Business
Jim Reynolds still wants to see a monument marking the neighborhood entrance on 73rd Ave.
Jim Eide would like to see neighbors compile a positive list of service vendors we have used.
Ads are available in the quarterly newsletter. See Judy Larson to arrange one.
High water flags will be used this summer when necessary. If the flags are out, the entire lake is a no-wake zone until the water recedes to normal levels.

*Update on Winter Party *

Thanks to Bill and Connie Schumacher for hosting the successful winter party. Other families who assisted in this well-attended event were Larsons, Haynes, Browns and Kaldors.

*Pig Roast planning for 2003 *

A chair is needed for a committee for the 2003 Pig Roast, to be held the 2^nd weekend in September. May Haynes suggested that it be held on the Pineview cul-de-sac again, as the location works well for the event.

*Weed Treatment and Long Range Planning Report *

Bill Schumacher reported a change in the signatures required for the DNR weed treatment permit. In the past, homeowners needed to sign the permit application every three years. Now, the DNR is requiring signatures annually.

The lily pad treatment over the past couple of years has been so effective that last fall (fall 2002) no lily pads were treated after inspection by the DNR.

Curlyleaf weed control will be occurring near the end of May/beginning of June. Our cost for weed control this year will be $10,750.

The upgraded boat launch area looks great—last fall the water level was drawn down so asphalt could be installed at the boat launch area.

Bill also reported on the meetings of the Lake Quality Commission, which has 16 or 17 members representing all the lakes in Maple Grove.

Bill discussed the possibility of improving the water quality of our lake. One costly option is an alum treatment, which would reduce the phosphorus in the lake. However, such a treatment would not be indicated unless it can be proved the quality of water entering the lake (storm drains, etc.) has been improved. Highway construction projects in the area have included storm water settling ponds that provide opportunity for the water to clear before entering the lake. More such ponds are planned for when the Fish Lake interchange is upgraded in the future. Bill believes it is worthwhile to monitor the quality of the water regularly, because if improvements can be demonstrated, a possible alum treatment could later be justified.

Bill also talked about the possibility of a Maple Grove Parks trail connecting Teakwood Lane and East Fish Lake Road on the west side of the lake adjacent to 494. This is the area where city-owned but undeveloped land has provided opportunities for vandalism and dumping of trash. A “straw poll” of the 42 neighbors present indicated unanimous support for such a trail, which would permit bikers and walkers to circle the lake completely and safely. Bill will discuss this with the city.

*Power Line Upgrade *

There was a report on the status of the proposed upgrade of the power line running along 73^rd Ave. N. Review meetings held by the electric utility on this subject will be conducted on May 20 and June 11. If you would like neighborhood updates on this process, get on Tim Theisen’s email list. Tim Theisen and Jon Schroeder will be following this issue. This change would affect us all in the neighborhood, not just those who live on 73^rd Ave. N. Several pointed out that there is power in numbers (of people making their opinions known) and that we are the only neighborhood offering resistance to the utility’s plans.

*Rezoning *

There is a proposal to the city (not initiated by the neighborhood association) to change the zoning on Carey Lane from R1 to R2.

*Final business items *

* Discussion of whether the Homeowners’ Association should be
maintaining such a large balance in the long-term funds category.

* Reiteration that we need a larger percentage of participation from
the lakeshore homeowners in the association, especially in the
payment of fees.

* The president, treasurer and long range planning chair are all up
for election this fall and candidates will be needed for these spots.

* Chris Berne raised the issue of misuse of personal watercraft on
the lake. The state law is that no watercraft shall be operated at
speed within 150 feet of shore. In our small lake, especially in
small areas such as Bullhead Bay, this means no watercraft (boats
or personal) can be operated at anything more than minimum wake
within the bay.

* Concern was expressed about the condition of the lot adjacent the
boat access (to the north).

* Jim Reynolds drew the attention of all those present to the exit

Cedar Island Lake Homeowners' Association
Excerpts from the April 25, 2002 Meeting Minutes


27 households were represented at the meeting (attendee list in formal
minutes)

The first order of business was the election of officers including
president and treasurer. Jim Eide, who has served as president for two
years, will not be running again due to personal and business
commitments. Dave Kaldor, treasurer for the past four years, has
completed the two terms allowed by the association's bylaws.

Motion was made, seconded and passed that Dave Kaldor will serve as
president of the Association. Dave Prokop was elected treasurer.

The treasurer made a report of the financial activity of the
association. This report is contained elsewhere in this newsletter, and
will not be repeated here. Dues will remain the same at $165 for the
year. $1000 was received from the city of Maple Grove as a subsidy for
our weed control efforts.

The long-range planning chair, Bill Schumacher, gave his report.
· The lock and chain on the access keeps getting vandalized, and needs
to be welded to lessen the opportunity to do so. Stan Littlefield has a
welder, and will work will Bill to fix the problem.
· The weed spraying program has been working, the lily pads are being
contained, and the same weed control firm will be retained again this
year. The DNR is requiring that homeowners in the association sign a
document authorizing the weed control program, and those present signed.
· In the past, there has been discussion of doing landscaping to provide
a barrier between Teakwood Ln. and the freeway. According to
information received from the city engineer, MnDOT will be installing a
sound barrier wall in this area in the next year or so, so the
appropriate time to add landscape plantings would be after this wall is
constructed. See the letter from Ken Ashfeld, City Engineer for Maple
Grove, elsewhere in this newsletter. Bill will talk to the city about
extending this sound barrier as far south as possible, and about city
plans for the city-owned property adjacent to Teakwood Circle.
· A ponding system at the Fish Lake interchange will hopefully reduce
the amount of phosphorus entering the runoff water and thus the lake.
If this is successful, it might become feasible to treat the lake
further with alum to further reduce the nutrient levels in the lake.

· Governor Ventura has signed into law a bill passed by the Legislature
requiring all in the metro area to use fertilizers with 0 percent
phosphorus content. Outside the metro area, up to 3 percent phosphorus

Jim Reynolds brought up that there is still money set aside by the
developer of the area north of 73rd Avenue for a monument marking the
entrance to the Cedar Island neighborhood. This monument has never been
designed or installed, but feelings are mixed on whether it's an idea
that the association wants to continue to pursue.

Jim Reynolds also reported that charitable organizations are hosting fun
Saturday evening events in the conference area at the JRA building (on
Hemlock, north of the Amoco station) that are benefiting community youth
programs.

A committee was formed to plan the annual Pig Roast and neighborhood
party. Members include: Jim Eide, Tim Larson, Kerry Pino, Jim
Reynolds, Dave Kaldor and Tom Kuehne. The party will be held in the
Pineview Lane cul-de-sac.

Minutes of the CILHA meeting


It was standing room only at the spring neighborhood association
meeting! Here&Mac226;s a summary of what was discussed:

Secretary: There will be a new neighborhood directory in the near

Long Range Planning Committee and Lake Quality Commission: Bill
Schumacher passed out tape for marking your lot if you want lily pads
treated in the fall. He also called attention to the city of Maple
Grove&Mac226;s Lake Quality Commission open house May 16. He showed statistics
that the lake&Mac226;s water quality hasn&Mac226;t changed in 10 years.

As yet, we are the only lake in Maple Grove with NO Eurasian Water
Milfoil&Mac247;let&Mac226;s keep this noxious weed out of our lake by carefully
cleaning boats, propellers and trailers of all weeds before launching
boats into our lake. Also, to prevent further damage to the water
quality, please do not use phosphorus-containing fertilizers. Only a
new lawn needs the phosphorus (the middle number of the three numbers on
the label) and phosphorus run-off into the lake just feeds the algae
population.

Bill reviewed the status of the pump and gauge system that controls the
lake level. The DNR specifies that the lake level should be maintained
at 902.4 feet above sea level. The city of Maple Grove maintains two
pumps that take excess water to Eagle Lake when necessary. Last year,
we „lost&Mac226; several inches of water when the pumps did not shut down at
the right time. This year, we all experienced water that was higher
than it needed to be because the second pump didn&Mac226;t come on when it was
needed. The officers of CILHA will be requesting that the city consider
upgrading the gauge system&Mac247;the pumps themselves work fine, but the
gauges that control when the pumps start and shut down are the issue.
(By the way, if you happen to canoe into the inlet on the east side of
the lake, as we (the Aaneruds) have done recently, note the
DNR-installed stake a few feet in front of the actual pumps. A reading
of „115‰ on this stake equates to the mandated 902.4 feet about sea
level.)

Treasurer: Dave Kaldor reported there is currently $2,392.30 in the
checking account, and $7,689.54 in the savings account. Those at the
meeting were given, and all will receive in the newsletter, a form for
paying annual dues and weed treatment fees for 2001. Dues of $25 per
household and weed treatment fees of $140 remain the same as last year
thanks to careful negotiating on the part of officers arranging weed
treatment! The annual cost of weed treatment is $10,500.

Boat Access: The current boat access is located on private property
owned by Dick and Boots Dvorak, so thank them for this next time you get
a chance! Those assembled voted to „forgive‰ the Dvorak&Mac226;s association
dues and fees in exchange for this courtesy. There has been vandalism
at the access (chain stolen, for example) and the board is looking for a
more secure setup.

Lock for Boat Access: The lock will be changing May 16, according to
Treasurer Dave Kaldor. To obtain a key for the new lock, you will need
to bring a check for dues and weed treatment fees to Kaldors, 7245
Pineview Lane.

Questions from the Floor: There were questions regarding long-term
improvements to lake quality that have been discussed in the past.
Discussion included successes and failures on other Maple Grove lakes.
Those present were invited to join Bill Schumacher on the long-term
planning committee to work on this further.
